BBMP serves over 600 notices to owners of vacant sites that have turned into dumping grounds in Bengaluru

Section 18 (1) (b) of the BBMP Solid Waste Management Bye-Law 2020 mandates the owners of vacant sites and plots to maintain the property in clean and hygienic condition.
The Bruhat Bengaluru Mahanagara Palike (BBMP) has commenced issuing notices to owners of vacant site for neglecting the land and turning it into dumping yards. According to Bengaluru Solid Waste Management Limited (BSWML), the Revenue Department has issued over 600 notices in the last three months.
The action follows BBMP Chief Commissioner Tushar Giri Nath issuing an order on the same, and also directing the Revenue Department to include penalty in the property tax.
Section 18 (1) (b) of the BBMP Solid Waste Management Bye-Law 2020 mandates the owners of vacant sites and plots to maintain the property in clean and hygienic condition.
Section 15(2) of the BBMP Solid Waste Management Bye-Laws 2020 strictly prohibits disposal of solid waste by burning at any premises, roadside, private or public property, including empty sites. The violation will attract a penalty as per Schedule VII of these bye-laws.
Chief Marshal Officer Colonel (retired) Rajbir Singh told The Hindu that the Revenue Department has so far served more than 600 notices to the owners of vacant plots in eight zones. The notices direct violators to clear garbage and advised them to erect walls (if not built) to avoid recurrence. At least three notices will be issued before the BSWML visits the site to remove the garbage.
Mr. Singh explained that after BSWML clears the waste, the violators will be penalised and the company will also recover the expenditure incurred for the cleaning drive based on the quantity of garbage, employees and vehicles used for the clearance. Penalty up to ₹50,000, and an additional 50% of the total expenditure cost will be levied on the violators.
BBMP Special Commissioner (Revenue) Munish Moudgil said his team is working on including this component in the property tax system.
