Integrated solid waste management facility proposed for nine urban local bodies

Government invites agencies to establish a Waste to Energy facility in Warangal and Karimnagar for sustainable waste management.
The Commissionerate and Directorate of Municipal Administration has invited Expression of Interest (EOI) for selection of agencies to establish a Municipal Solid Waste-based Waste to Energy (WTE) processing facility at Huzurabad for Greater Warangal Municipal Corporation, Karimnagar Municipal Corporation cluster of nine Urban Local Bodies (ULBs).
The government has identified a 25 acres potential site at Sirsampally village near Huzurabad adjacent to the ongoing national highway road, which is surrounded by gravel quarries on other three sides. The integrated waste management facility will be executed under a Public-Private Partnership (PPP) model to develop an economically viable and sustainable waste management system with high environmental standards., said an official notification.
The chosen agency has to design, finance, construct, operate, and maintain a waste-to-energy plant for processing dry waste and implement advanced technologies for energy recovery in compliance with environmental regulations. The project will be executed using the Design, Build, Finance, Operate, and Transfer (DBFOT) model with the objective of keeping the landfill waste below 10%
Agencies should demonstrate experience in establishing and managing integrated municipal waste management facilities (composting, Waste to Energy, SLF with leachate management facility) with a capacity of over 500 tonnes per day (TPD) and submit their forms by April 9.
The government has noted that Warangal and Karimnagar, second-largest urban centres in Telangana, are witnessing significant urbanisation, population growth and more garbage generation, hence the need for an effective waste management solutions.
The proposed facility covering composting, waste-to-energy unit, scientific landfill with leachate treatment, etc. will also be serving the municipalities of Parkala, Huzurabad, Husnabad, Jammikunta, Choppadandi, Narsampet and Wardhannapet. The waste generation in Warangal and Karimnagar is around 518 and 190 tonnes per day respectively and taking the other nine urban local bodies the current waste generation is 807 TPD
Officials claim that there is 95% waste collection efficiency in these urban bodies with 30% including dry waste being sold to the existing Dry Resource Recovery Centres (DRCCs) while the organic waste is directed to existing treatment facilities. After the completion of the EoI process, the CDMA will call for bids through RFP – Request for proposal, by open tenders from agencies. The chosen agency can operate the facility for 15 years.
