“A third-party report has been received summarizing all available QC (quality control) and QA (quality assurance) testing for the HIR (hot in-place recycling) contract,” said staff in a news release Thursday.
The city states that in the opinion of the third-party consultant and their lab certified testing the work done by Ajax-based Road Surface Recycling Ltd. (RSR) does not meet the contract standards.
According to staff, all city road contracts include two distinct forms of testing to ensure compliance with specifications – QC testing that is performed by the contractor during the progress of the work and QA testing is performed by the city through a third-party normally as the work is being completed.
“Test results are a matter of public record,” the release states.
“Results are normally shared between the city and the contractor to ensure the work is progressing satisfactorily and that payments are made for work performed.”
RSR was the successful bidder on the contract process worth $1.8 million – the contract included specific conditions that the bidder committed to meet.
