Revenue from property registration improves in January

January 2025 sees revenue recovery with increased e-khata access, despite lower document registrations compared to previous years.
After a slump in the revenue collection following the introduction of mandatory e-khata for registration of properties, the first fortnight of January has shown recovery as access to e-khata improves.
The first fortnight of January 2025 saw a collection of ₹530.17 crore, about ₹62.92 crore more than the corresponding period last year when ₹467.25 crore was collected. However, though revenue collection has increased, the number of documents registered remains low: 79,374 documents were registered in January 2025, against 90,0383 documents registered in January 2024.
Statistics from the Departments of Stamps and Registration show that ₹1,265 crore and ₹1,596 crore were collected in November and December 2024, respectively, with 1.62 lakh documents and 1.65 lakh documents registered, respectively.
In the corresponding period of the previous year, the government had collected ₹1,464.66 crore and ₹1,859.62 crore, respectively, with the registration of 1.96 lakh and 2.31 lakh documents, respectively. The reduction in the number of documents registered so far has been 66,000 since August, compared to the corresponding period of 2023-24.
So far, the revenue from the Stamps and Registration Department stood at ₹17,271 crores, against a target of ₹19,200 crores till January 15, 2025. The annual target for the department has been ₹26,000 crores.
Though the revenue collection started slackening in August 2024, the e-khata becoming mandatory for registration of properties from October 1, 2024, in BBMP limits had further contributed to the revenue declining due to the non-availability of e-khata, Revenue Department officials acknowledged. However, with e-khata being given to properties, the registration has picked up. The BBMP region brings more than 60% of the total revenue from property transactions in the State and also has the highest number of unauthorised properties.
The reduced document registration and revenue collection could not be attributed to developments around e-khata alone since the decline in growth had started in August after recording good growth in the first four months of the financial year 2024-2025, said sources. “The revenue collected by the department till July 2024 was more than the monthly target fixed by the Government. Since August 2024, the revenue collection dropped. We are hopeful that the property registrations will pick up as e-khata becomes easily accessible.”
