Kaveri 2.0 portal faces DDoS attack, causing property registrations in Karnataka to come to a standstill.
Registration of properties and other documents, besides citizen services such as downloading encumbrance certificates (ECs) provided by Kaveri 2.0 portal, have almost come to a standstill in Karnataka since Monday. The Revenue Department and E-Governance Department have now concluded that this is not due to “technical glitches” but a “motivated Distributed Denial of Service (DDoS) attack” on Kaveri 2.0, the web-based portal which brought in many reforms in registrations, launched in 2023.
Disruptions in Kaveri 2.0 due to such attacks began as early as January 13, 2025, and despite fixing multiple bugs, the problems seem to be morphing every day, indicating a “consistent, motivated campaign”, said Revenue Minister Krishna Byre Gowda on Tuesday.
This has also raised questions over the integrity and security of the government systems, sources said. However, neither the Revenue Department nor the E-Governance Department has lodged a complaint with the cybercrime police yet.
“Bots are being used to carry out motivated searches for ECs through customer logins in lakhs, overburdening the system, leading to its collapse. While this is being fixed, other vulnerabilities in the system are being weaponised, indicating not only a consistent campaign, but also raising concerns over how those attacking the system are able to access our actions and remain loopholes almost in real-time. For instance, the Kaveri 2.0 portal was almost completely down since Monday morning. It was fixed by 1 p.m., but it was down again by 3 p.m.,” a senior official said.
However, the attack has been so debilitating, almost bringing registrations to a grinding halt in the State since Monday. As against an average of over 8,000 property registrations in the State in a day, registrations dropped to just over 500 on Tuesday, sources said.
Thousands of property registrations that were scheduled for Monday and Tuesday have had to be postponed indefinitely. K.V. Govardhan of Arna Estates had two registrations in Bagepalli and Banaswadi sub-registrar’s offices on Monday and both had to be cancelled. “We are not able to log into the portal and upload the requisite documents. The worst part is that there is no clear timeline as to when the registrations will resume either,” he said.
