
New Mangalore Port seeks nod to recommence stalled Kulai fishing harbour work

NMPA seeks approval to resume Kulai Fishing Harbour project after technical committee verifies alignment and layout concerns.
The New Mangalore Port Authority (NMPA) has urged Karnataka Fisheries Department to permit restarting the Kulai Fishing Harbour near Mangaluru that was ordered to be halted on October 16, 2024.
NMPA was executing the project on behalf of the fisheries department at an estimated cost of ₹147 crore under the Sagarmala project wherein the Union Shipping Ministry bears 50% of the cost, NMPA 45% and the fisheries department bears the balance 5% cost. The Port Authority was asked to halt the work after local fishermen raised objections that the project was not beneficial to them.
Also, M/s GCC, the 49% partner in the M/s SAPL GCC joint venture that was awarded the contract of executing the project, raised some concerns in the execution with regard to alignment, layout of breakwaters and tranquility at the mouth of basis, said a release from NMPA on Friday, March 21.
A technical committee comprising one expert each from NIO Goa, NIOT Chennai and NCCR Chennai, after due verification, concluded that the layout and alignment of the as built breakwater based on the recent RTK survey conducted on January 6, 2025 was in agreement with original layout stated in tender by NMPA.
As per this committee’s suggestion, NMPA sought a hydraulics study report of the harbour from Central Water and Power Research Station, Pune. CWPRS said the breakwaters in the present design provide suitable wave tranquillity inside the basin and at the entrance of harbour for navigation of trawlers and small boats even during monsoon.
National Institute of Technology, Calicut, on NMPA’s request examined concerns of M/s GCC’s and the fishermen and said they hold no merit. NITC also substantiated the views of both three Member Expert Committee and NITK Surathkal with regard to the breakwater layout, alignment and construction.
Based on these reports, the Authority wrote to fisheries department seeking its nod t recommence the construction.
