UN chief names Mexican lawyer to determine fate of Syria’s missing

U.N. Secretary-General Antonio Guterres said Thursday that he is appointing the former head of Mexico’s National Search Commission to head an independent mechanism for determining the fate of tens of thousands of missing and forcibly disappeared persons in Syria.
