• High-stakes hearings: Robert F. Kennedy Jr. — President Donald Trump’s controversial pick to lead the US Department of Health and Human Services — will face a confirmation hearing today in the Senate. Also facing scrutiny on the Hill are Commerce nominee Howard Lutnick and Kelly Loeffler to lead the Small Business Administration. • Buyout offer: The administration has offered a buyout to federal workers who don’t want to return to the office, according to a memo posted last night. Those who accept will need to resign by February 6 and would receive severance through September 30. • Federal funding freeze: A federal judge on Tuesday temporarily blocked part of the Trump administration’s plans to freeze all federal aid, a policy that unleashed confusion and worry from charities and educators even as the White House insisted it was not as sweeping as it appeared. • Move against general: Defense Secretary Pete Hegseth has revoked the security detail and security clearance for Gen. Mark Milley, according to a Pentagon spokesperson, an unprecedented move against the former top US general. In 1953, to manage the federal response to public health and welfare, President Dwight D.
