Franchetti is now one of 300 military officers whose nominations are held up in the Senate following a hold from Alabama Republican Sen. Tommy Tuberville. The U.S. Navy is the third branch without a Senate-confirmed leader, following the "relinquishment of office" ceremony for Chief of Naval Operations Adm. Gilday’s relinquishment followed both the retirement and relinquishment from Army Chief Gen. James McConville earlier this month and then-Commandant of the Marine Corps David Berger in July.
