Chinese President Xi Jinping departs on a nine-day diplomatic tour to Latin America on Wednesday, during which he will inaugurate a Chinese-financed megaport in Peru and attend the Asia-Pacific Economic Cooperation Summit in Lima and the G20 Summit in Brazil.
