Pardons expected to be approved by cabinet on Tuesday, a move some analysts say could deepen divide.
Spanish Prime Minister Pedro Sanchez has confirmed controversial plans to pardon the nine Catalan separatists who were jailed for their role in the illegal independence referendum of 2017.
