A city council report released Thursday cleared five police officers in the delayed law enforcement response to the mass shooting at the Robb Elementary School in Uvalde, Texas.

The five Uvalde police officers were identified as Sgt. Donald Page, who was one of the first officers to discover children in other classrooms in the hallway, on-site commander Peter Arredondo, Lt.
