According to sources in the Ministry of Information and Broadcasting, while the work of the guidelines has been delayed, it hasn’t been cancelled. While some officials cited Covid-related difficulties as the reason for the delay, others said it was because the guidelines would change the encryption module. Hence, it is a cumbersome process and is bound to take time.
The Ministry of I&B has on several occasions received complaints on how unencrypted signals were being used to uplink and delink signals over free DISH, resulting in exchequer losses.
