Ukrainian officials planned a wave of attacks on Moscow and elsewhere on the anniversary of Russia's invasion of Ukraine, but the U.S. urged against it.
The documents show a CIA report from Feb. 22 claiming that Budanov's team had postponed the Moscow attacks at the request of U.S. officials.
