The Heritage Foundation has published the first comprehensive report of the historic amount of recent government spending and concluding that much of it was 'unnecessary.'

Hermann Center for the Federal Budget at The Heritage Foundation, told Fox News Digital that Heritage has put together the first "comprehensive" outlining all the spending programs and then "tying it together."
