Tamil Nadu Chief Minister M.K. Stalin on Thursday (April 24, 2025) announced in the Assembly that the State government will establish a residential training centre with modern amenities to accommodate 500 aspirants preparing for the civil services examination, at Shenoy Nagar in Chennai, at a cost of ₹40 crore.
He said the ‘Naan Mudhalvan’ scheme was launched with the aim of enhancing the skills of students in Tamil Nadu. As a result of various initiatives taken under this scheme, the recently announced results of the civil services examination, conducted by the Union Public Service Commission, shows a significant improvement in the success rate of students from Tamil Nadu. Until 2016, a large number of Tamil Nadu students was consistently selected for civil services every year. However, in 2021, only 27 students from the State cleared the exam. Taking into account this sharp decline, the State government initiated several efforts under the scheme, he said.
A total of 1,000 aspirants preparing for civil services were selected, and they were provided with a monthly stipend of ₹7,500 for 10 months. Candidates who cleared the preliminary examination and were preparing for the mains received a one-time incentive of ₹25,000. Through the All India Civil Services Training Centre at Anna Institute of Management, training programmes and necessary resources were provided to the students, the Chief Minister said.
As a result, this year, 57 students from Tamil Nadu have been selected for various All India Services, of which, 50 candidates have benefited from the ‘Naan Mudhalvan’ scheme. The Chief Minister also announced that the State government will organise a felicitation event for this year’s successful candidates on April 26 at the Anna Institute of Management.
