The nuclear deal effectively gambles that a new generation of leaders will control Iran when the deal expires, but some countries aren't willing to take the risk.

Iran and the U.S. agreed to the Joint Comprehensive Plan of Action (JCPOA), also known as the Iran nuclear deal, in 2015 during President Obama’s administration. President Trump withdrew from the plan in 2018 and promised to negotiate a better deal, but President Biden had to take the lead on any such new deal.
