Mexico, Northern Triangle heads of state skip Summit of the Americas as illegal border crossings soar

As Biden called for international cooperation on migration at the Summit of the Americas, the heads of Mexico, El Salvador, Guatemala and Honduras were all missing, sending their foreign ministers instead.
