The two individuals were walking near Oxford Street and Fiddlers Green Road on Monday night when they were hit. One pedestrian suffered life-threatening injuries and the other was seriously injured, London police said.
Investigators had requested residents in the area provide any dashcam footage or video surveillance material to help with the investigation.
Hammond was scheduled to appear in court Friday.
