Hours of freezing rain could cause flooding, power outages Wednesday

A significant amount of freezing rain and rain is in the forecast for Wednesday, prompting a freezing rain warning and a special weather statement from Environment Canada.
The weather authority said Waterloo region and Wellington County can expect between four and eight millimetres of ice build-up Wednesday morning.
The precipitation is expected to begin around 3 a.m. and continue through mid-afternoon, when temperatures start to crest above 0 and a special weather statement takes over, due to significant rain.
Between 10 and 25 millimeters of rain, as well as strong winds up to 70 km/h, are possible. That could cause flooding in places where the ground has not yet thawed.
"The partially frozen ground may have a reduced ability to absorb this rainfall and localized flooding in low-lying areas may be possible. Rain will taper off from west to east Wednesday night," said Environment Canada in its special weather statement.
There's also the potential for local power outages due to the strong winds and earlier ice buildup.
