PITTSBURGH — Representative Conor Lamb thinks he knows what it takes for Democrats to win statewide in Pennsylvania. He looks to President Biden, whose narrow victory in the state — called four days after Election Day — put him over the top and in the White House. “People will use the word moderate,’’ Mr. Lamb said at his home in Pittsburgh’s South Hills on Thursday. “We’re a swing state.
