A former assistant U.S. attorney reveals why prosecuting college hazing cases "isn't easy" for prosecutors, and why perpetrators are often left with a slap on the wrist.

Rahmani also said that prosecutors "don't like to lose," and in risky cases, there's "resistance" in prosecuting the alleged crime.
