"Where is the leadership in this city? It's regrettable that it has come to this, but our members have been more than patient and fair, asking for what is reasonable after five years of stagnant wages,” Lanny Chudyk, president of Civic Service Union 52, said in a press release Monday morning, calling the mayor and council "avoidant" and inexperienced.
Among those the union represents are 911 operators, administrators, and staff at recreation centres and libraries.
Eighty-seven per cent of the group turned down a contract offer in a direct vote last week.
Cyndil Taylor, Edmonton's acting chief people officer, said Friday in a statement the city was "disappointed" with the vote as it believed the offer was "compelling even in light of our current financial realities."
The union says the city did not reach out over the weekend to negotiate further.
After a 72-hour notice period, the picket line could begin to form at 11 a.m. on Thursday.
