Former additional chief secretary (ACS), home department, Sitaram Kunte claimed that former Home Minister of Maharashtra Anil Deshmukh used to hand over an unofficial list for transfers of police officers.
Kunte revealed in a statement to the Enforcement Directorate (ED) in connection with the transfer posting issue being probed by the probe agency. His statement is part of the ED's chargesheet filed against Anil Deshmukh, his sons and others in the money laundering case.
Kunte in his statement said, "Then Home Minister Anil Deshmukh used to hand over an unofficial list for the transfer of police officers. This list was shown to all members of PEB (Police Establishment Board) and then I, orally communicated to all members of PEB that the list of suggestions was given by Anil Deshmukh".
Further, he said, "The names given in the list were then evaluated as per existing rules for transfer and postings... usually most of the names suggested by Anil Deshmukh in the unofficial list were recommended".
Kunte also mentioned that the unofficial list was received from Anil Deshmukh during PEB meeting and was shown to all PEB members and secrecy was maintained regarding the unofficial list.
When asked by ED officials why Kunte accepted Anill Deshmukh's unofficial list, he said that he as a subordinate used to accept the list and being a subordinate could refuse to accept it.
When asked why such unofficial list -- for which no records were maintained -- was accepted in the PEB, he said he doesn't know why such unofficial list was handed over to him by Anil Deshmukh and that the former minister would be in better position to reply.
