A nor'easter's heavy rains flooded some roads in parts of New Jersey and upstate New York on Tuesday, and the storm is threatening more high water and power outages in the Northeast as the day goes on.

Up to 5 inches of rain had fallen in parts of New Jersey by 11 a.m. ET, flooding some roads, creeks and streams, the National Weather Service said.
