London police have laid charges against three people in relation to a fatal hit and run that took the life of 38-year-old Thou Rom in April.
Rom (also known as Roeun) was struck and killed by a car while walking near Adelaide and Nelson streets on the evening of April 23. Police said the driver fled the scene, but they recovered the vehicle involved, a silver 2022 Volkswagen Passat.
Rom was at his nephew's house that April evening when he stepped out to buy a pack of cigarettes at a nearby convenience store. He was struck by the vehicle just after 9:30 p.m. and died in hospital.
A relative told CBC News that Rom was a Londoner who graduated from Beal secondary school and worked in construction. He was also a husband and father of three girls.
"He is the kind of guy that would love to have fun with his family. He never bothered anybody," said Nat Chean, Rom's brother-in-law. "He was trying to learn to play music, and he was always smiling."
