Chinese Premier Li Qiang on October 8, 2024 called for efforts to promptly implement a raft of incremental policies to stabilize the country's economy, and strive to accomplish the annual economic and social development targets. Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks at a symposium with experts and entrepreneurs to hear their views on China's current economic situation and the next steps on economic work.

2024年10月8日，国新办就“系统落实一揽子增量政策 扎实推动经济向上结构向优、发展态势持续向好”有关情况举行发布会。据介绍，国家加力推出一揽子增量政策，包括五方面内容：加力提效实施宏观政策；进一步扩大内需；加大助企帮扶力度；促进房地产市场止跌回稳；努力提振资本市场。

据发布会介绍，国家将加强财政税收、货币金融、投资消费、收入分配等宏观政策的统筹协调和系统集成，强化政策工具协同创新，把握好政策实施的时度效，放大政策组合效应。降低存款准备金率，实施有力度的降息。保证必要的财政支出，加力支持地方开展债务置换。同时，加大引资稳资力度，进一步扩大自主开放，修订扩大鼓励外商投资产业目录，推出新一批重大外资项目，实施更加开放的过境免签政策。在消费方面，加大对特定群体的支持力度，结合“两新”推动大宗商品消费持续扩大，扩大养老、托育等服务消费。在投资方面，明年要继续发行超长期特别国债并优化投向，加力支持“两重”建设，将在年内提前下达明年1000亿元中央预算内投资计划和1000亿元“两重”建设项目清单。规范涉企执法、监管行为，建立支持小微企业融资的协调机制。加大房地产“白名单”项目贷款投放力度，运用专项债券等支持盘活存量闲置土地。打通社保、保险、理财等资金入市堵点，支持上市公司并购重组。
