Russia’s defense ministry reported Wednesday that it had thwarted Ukrainian missile and drone attacks targeting multiple Russian regions, while the European Union’s foreign policy chief Joseph Borrell proposed using revenue from Russian frozen assets in Europe to add to a fund used to send military support to Ukraine.
